who comes up with the concepts behind all these ads? is there an agency? or just between the photgrapher and the brand?

It really depends. Sometimes there is a creative director who keeps the photographer and stylist on track with the season’s “story”. Other times a notable photographer will just run with it. Also, certain photographers have a specific style that complements some brands better than others. It has a lot to do with who is involved. For instance, Christopher Bailey, Burberry’s Creative Director is really hands on when it comes to their campaigns.
